Our Story
Built on Decades of Field Experience
Pioneer Plus Consultancy Services Limited was established in 2021 and is registered and headquartered in Nairobi, Kenya. We are a specialised development consultancy bringing together professionals with over 40 years of combined experience working across Kenya, Somalia, Ethiopia, Sudan, and South Sudan.
Our founders and core team have spent careers embedded in the communities and contexts we now serve — working for international NGOs, UN agencies, and development partners before channelling that expertise into a firm built specifically for the Horn of Africa. We understand the terrain, the institutions, the politics, and — most importantly — the people.
Pioneer Plus exists to bridge the gap between rigorous analysis and practical action. We are not a firm that parachutes in with generic frameworks. Every engagement is grounded in local knowledge, shaped by community realities, and designed to leave something lasting behind.

Where We Work
Regional Presence
Pioneer Plus is rooted in the Horn of Africa — not visiting it. Our presence is operational, our networks are real, and our understanding of each context runs deep.
Kenya
Headquartered in Nairobi with deep operational roots across Northern and Northeastern Kenya — Mandera, Wajir, Garissa, Marsabit, Isiolo, and Turkana counties. Pioneer Plus also works across the Mandera Triangle, the cross-border zone linking Kenya, Somalia, and Ethiopia.
Somalia
Active across the Federal Government of Somalia (FGS) and all Federal Member States (FMS) — Jubaland, South West State, Hirshabelle, Galmudug, and Puntland — with an extensive network of in-country associates, partners, and technical experts.
Ethiopia
Operational engagement in the Somali Regional State and border areas, supporting livelihoods, resilience, and cross-border market systems programmes.
Wider Horn of Africa
Programme experience spanning Sudan and South Sudan, with a network of technical associates across the region available for multi-country assignments.
